Content: Appendix A/B are not for publication as it contains confidential information as defined in the Local Authorities (Executive Arrangements) (Decisions, Documents and Meetings) (Wales) Regulations 2001.   AGREED that a JCT Pre-Contract Service Agreement (PCSA) be entered into with Wates Residential to progress RIBA stage 4 designs for phases 2-3a of the Channel View Regeneration programme.  RIBA stage 4 design work is required to inform detailed cost plans and updated construction programmes enabling us to seek Cabinet approval to continue with phases 2-7 of the Channel View Regeneration programme.  Progressing stage 4 design work at this stage is essential to maintain the overall regeneration programme previously set out to Cabinet and ensure that a start on site with phase 2 can be achieved by the target date of December 2026.
