Purpose: The Schools Budget was approved by Full Council on 26 February 2026. At the time, a 0.75% top slice of the Early Years Block had been consulted on with the Schools Forum, but it was noted in the County Council budget report that the Local Authority was continuing to work with the Schools Forum, and a further report would be provided to Cabinet. The County Council has subsequently received a response from the DfE that the County Council may make a further ring-fenced adjustment to meet critical policy needs. The County Council wishes to set aside monies, in line with DfE advice, to protect the interests of children with SEND who need the most acute support and provision. This report proposes an additional adjustment of 1% (£2.3m) from the early years block to be used to support children with the highest needs in Early Years settings in Lancashire. Provider rates for 2026/27 were announced by 28 February 2026 and are not altered by this decision, the proposal only concerns internal allocations and ring-fencing.
