Decision Maker: Joint Strategic Committee
Outcome:
Is Key Decision?: Yes
Is Callable In?: Yes
Purpose:
Content: Before the Committee was a report by the Corporate Director for Housing and Communities and Economy, copies of which had been circulated to all Members and a copy of which is attached to the signed copy of these minutes as Item 6. The report before the Committee sought formal approval to accept grant funding from West Sussex County Council (WSCC), funded by the Department for Work and Pensions (DWP), for the implementation of the Adur and Worthing Connect to Work scheme. Connect to Work was a national scheme that was being rolled out in local areas, with the purpose of providing tailored employment support for residents to improve economic participation, wellbeing, and financial resilience. The report proposed that Adur and Worthing Councils locally delivered the programme alongside some of the other Councils in West Sussex. The funding proposal covered the timeframe from April 2026 until April 2030, with the potential to extend the programme. As Fair Councils’ the proposed programme would work alongside other prevention programmes to provide dedicated help for residents facing multiple barriers to employment and who were economically inactive but wished to work. The Work was part of the Councils housing and prevention work programme and functioned alongside other services including going local . Decision: That the overall programme and its contribution to prevention and support for vulnerable people be noted; 2. That the DWP grant funding of £521,615.00 be approved and accepted, from West Sussex County Council for a period of 4 years commencing April 2026 until April 2030 to deliver the Connect to Work scheme; 3. That a revenue budget to enable the delivery of the Connect to Work Scheme, wholly funded from the DWP Connect to Work grant be approved; 4. That the potential for extension after April 2030, subject to funding conditions be noted; 5. That authority be delegated to the Corporate Director for Housing and Communities, in consultation with the respective Cabinet Members for Health and Wellbeing, to enter into a Service Level Agreement for the purposes of delivering this programme. Call In: The call-in deadline for decisions will be 5.00pm on 8 April 2026.
