Purpose: Tameside Council has had a contract with Citizens Advice Tameside since 2001 to deliver generalist social welfare information and advice and specialist employment advice.  The current contract commenced on 1 October 2021 and is due to expire on 31 March 2026. The budget for this service has not seen any increase in many years and no uplifts have been applied within this contract period.  This, along with an increased demand for the service, evidenced through performance data, and concern raised by the Provider about the viability of the current service model, has recognised that a wholescale review of the service is required to establish the model of service and financial envelope required to meet the needs of the population of Tameside. The service review will include (i)      A full needs assessment which will include consultation with service users and key stakeholders (ii)    A review of the procurement options available (iii)  A review of the financial envelope required to meet the increasing demand for the service This report seeks approval to enter into a direct award with Citizens Advice Tameside for a one-year period to facilitate this service review and potential remodelling. Advice has been sought from STaR to directly award a 12 month contract to Citizens Advice Tameside and the approved Exemption authorisation form is on record.
