Content: Agree to Provide CCTV services to Ashfield District Council   Delegated Decision Ref: 26/06/HW   To agree to generate a service level agreement/contract for the provision of CCTV services to Ashfield District Council, to generate revenue for Mansfield District Council CCTV. Net revenue to MDC will be £99,970.00 per annum (subject to +VAT) (The contract period over 12-months commencing April 2026)   To authorise the Legal Services Manager to negotiate, finalise and complete all necessary legal agreements and other documents to give effect to the above.     Ashfield District Council (ADC) has reached the end of a contract with a previous CCTV service provider and requested Mansfield District Council (MDC) facilitate the provision of services, by integrating ADC cameras into the MDC scheme. ADC’s current contract expires on 31/03/2026, and their respective cameras will cease operating as of 01/04/2026 until such time as agreements and works are enabled to transfer these services to MDC.   The additional net revenue generated will be required to provide circa £4K of annual maintenance increases and one x staff recruitment costs, previously approved, at a staff entry level, grade 3.2 (MDC). The cost of 1 FTE at Grade 3.2 for 12 months in 2026/27 is £36,039.   The intention would be to offer a temporary contract for the duration of the 12-months and if it became an ongoing contract thereafter, to review the staff member’s position. From MDC’s perspective, this contract will provide a net revenue of just under £100K, which will cover all ADC maintenance costs and the extra staff member required, plus a surplus revenue of circa £50K towards MDC’s ongoing services costs Options considered by ADC included Joining with Newark and Sherwood, new CCTV project which was rejected by N&S Council Remaining with a current supplier, who’s services were unsatisfactory Transitioning into a NCC control room which became cost prohibitive. ADC Chose to replicate contracted services with MDC over a 12-month period to enable a prompt solution to services being terminated on 31/03/2026

Date of Decision: April 2, 2026
