Purpose: To request approval to use the Procure Public Stock Condition Surveyors Framework to procure Stock Condition and Energy Survey services.
Content: To request approval to use the Procure Public Stock Condition Surveyors Framework to procure Stock Condition and Energy Survey services. That the Director of Housing Services, in consultation with the Cabinet Member for Housing: i) Approves Brent Council’s participation in a call-off procedure under the Procure Public Stock Condition Surveyors Framework Agreement for a call off in respect of Stock Condition Survey and Energy Survey services. ii) Confirms there is sufficient budgetary provision for the proposed call-off contract. iii) Approves inviting bids under the framework agreement on the basis of the pre-tender considerations. iv) Approves officers evaluating bids on the basis of the evaluation criteria. The Council requires the provision of Stock Condition Survey and Energy Survey services. It is essential that housing assets are maintained to a high standard and developed and improved in line with service needs. It is also necessary for the Council to establish the energy performance of its existing stock to identify where energy efficiency improvements can be made. The Council is seeking experienced and qualified practitioners to deliver intelligent stock condition and energy data from surveys and deliver accurate and statistically reliable information to help inform investment planning, options appraisals and the preparation of detailed and cyclical maintenance programmes and short-medium and long-term financial forecasts. It has been determined that the most appropriate means of providing the Stock Condition Survey and Energy Survey services is through the procurement of a contract by way of a mini-competition under the Procure Public Stock Condition Surveyors Framework. Officers have considered whether the Stock Condition Survey and Energy Survey services can be provided by the Council but have concluded that they are best provided by a contractor. Officers reviewed a range of procurement options, including conducting a tender process, but have concluded that the use of the framework is the most appropriate means of procuring a contractor given the reduction in timescales, costs and resources involved.
