Content: The sale of the  property at 20 Church Street by public auction.   The property has been vacant for in excess of 5 years and has been declared surplus by Strategic Housing & Development.     ROTHERHAM METROPOLITAN BOROUGH COUNCIL   RECORD OF OFFICER NON-EXECUTIVE DECISION     Date of Decision:   30th March 2026 Title: Disposal of residential property at 20 Church Street Greasbrough.   Decision Maker: (Including Job Title) Kevin Fisher, Service Director Property & Facilities Services   Details of Specific Committee Delegation or Delegation contained in the relevant Sub-Scheme of Delegation.   Decision taken under the powers granted to the Property Officer under section 29.12 & 42 of the Council’s Financial Procurement Procedure Rules (Appendix 5 of the Council’s Constitution).   Paragraph 29.12.1 states where the estimated disposal value is less than £100,000 the Property Officer, having taken financial and legal advice, may arrange for the disposal of land or property.   Paragraph 42, delegates disposals and the negotiation of terms of disposals to the Council Property Officer   Decision: Approve the disposal of the freehold interest in the property 20 Church Street, Greasbrough by public auction     Reasons for the Decision: The decision to sell this property was taken under the powers granted to the Property Officer. The pre-auction valuation carried out by Property Services was £90,000 and then on the advice of the auctioneers the property was guided for auction at a price of £75,000 (Both valuations being under £100,000).
