Purpose: To consider comments received following the formal advertisement of proposed waiting restrictions on Noremarsh Road, Parsons Way, Washbourne Road, Clarendon Drive, Eastwood Avenue, Royal Wootton Bassett. 

Content: To consider comments received following the formal advertisement of proposed waiting restrictions on Noremarsh Road, Parsons Way, Washbourne Road, Clarendon Drive, Eastwood Avenue, Royal Wootton Bassett.  Following consultation with officers I give notice that I intend to make the decision set out in the attached report to implement the restrictions as advertised. If you would like to make any representations to me on this issue, please do so by 8 April 2026. The proposal seeks to improve conditions for road users and residents with the implementation of parking controls (No Waiting at Any time) on the following roads:   Noremarsh Road. Parsons Way, Washbourne Road, Clarendon Drive and Eastwood Avenue.  To:   (i)         Implement the proposed waiting restrictions as advertised.   (ii)        Abandon the proposal. Consultation has been undertaken with:   •           The elected Wiltshire Council member through the statutory Traffic Regulation Order (TRO) process.   •           Royal Wootton Bassett Town Council through the TRO process. •           Members of the Royal Wootton Bassett and Cricklade Local Highways and footway Improvement Group (LHFIG).   •           Emergency Services through the statutory TRO process. •           Members of the public through the statutory TRO process.   The proposed traffic regulation order (TRO) was subject to formal consultation between the 13 November and 8 December 2025.   Following the consultation period, a total of six objections were received, along with one representation indicating support but requesting further restrictions elsewhere.   The proposal has been developed following representation from Wiltshire Police, with support from Noremarsh Junior School and Royal Wooton Bassett Town Council. The concerns relate to ongoing complaints of careless and inconsiderate parking on the residential roads in and around the junior school. A highway improvement form was submitted by Wiltshire Police and prioritised for action by the Royal Wootton Bassett & Cricklade Local Highways & Footway Improvement Group (LHFIG), with endorsement from the Royal Wootton Bassett & Cricklade Area Board.
