Purpose:

Content: RESOLVED   (1)  That it be noted that, from the end of June 2026, the East Lancashire Hospital Trust would cease to act as lead provider for Albion Mill Intermediate Care Service.   (2)  That it be approved that the local authority would take over direct operation of this provision and would apply for care quality commission registration of the short term residential reablement unit at Albion Mill as a residential care home without nursing.   (3)  That it be noted that, as this related to the joint Better Care Fund, the Integrated Care Board would, at the same time, also seek formal approval for this decision through its own governance structures.   (4)  That it be noted that contingency plans would be developed during the transition between the Integrated Care Board and the local authority for any disruption to services across the period.   (5)  That the Strategic Director for Adults and Health, in consultation with the Executive Member for Adult Social Care and Health and the Deputy Director for Legal and Governance, be granted delegated authority to conclude any agreements necessary to facilitate the recommendations above.
