Purpose:

Content: The Cabinet Member with the Stronger Communities Portfolio introduced the report of the Chief Executive which provided Cabinet with information on a programme of support to deliver the Government funder Cris and Resilience Fund (CRF) for the period of 1 April 2026 to 31 March 2029.   It was explained that the Crisis and Resilience Fund (CRF) had been made available to local authorities in England to support low-income households who encounter a financial shock and to support activity that builds individual and community financial resilience. It was said that Darlington had been allocated approximately £1.8 million for each year, 2026-27, 2027-28 and 2028-29.   The report set out how a delivery plan outlining spending plans needs to be submitted to the Department of Work and Pensions by 1st July 2026. It was said that it is imperative that a programme is in place and support is available from April 2026, therefore it is anticipated that year one of CRF will be a transition year with review of the previous fund (Household support fund) and development of the new outcome and objectives to be funded so that they can be put in place as soon as possible for the remainder of the funding period.   During this item, Councillor McEwan declared a non-pecuniary interest.   RESOLVED - It is recommended that Cabinet:   (a)    Note the initial proposed programme and estimated costs as detailed in the report. (b)   Receive a further report in June to consider and approve the delivery plan to be submitted to the Department for Work and Pensions.   REASON - The recommendations are supported by the following reasons:   a)      To address the criteria laid down in the guidance. b)      In order to secure the grant funding.
