Purpose:
Content: The Cabinet Member with the Economy Portfolio introduced the report of the Executive Director of Economy and Public Protection to seek approval to consult on a draft Supplementary Development Documentation on Houses in Multiple Occupation Guidance. The report explained that in July 2025 Cabinet approved commencement of the legal process of introducing an Article 4 Direction to remove the permitted developments rights, which will allow the change of use from Use Class C3 (dwelling house) to Use Clas C4 (small house of multiple occupation between three and six unrelated individuals). Once the permitted development rights are removed, planning applications will be required for those smaller houses of multiple occupation. The report also stated that it was agreed at that time that supplementary planning guidance be prepared to assist property owners, planning applicants, planning officers and elected councillors in preparing, commenting on and determining those planning applications. RESOLVED - It is recommended that approval is authorised to start the consultation on a Draft Supplementary Planning Document on Houses in Multiple Occupation Guidance attached at APPENDIX 1. REASON - To accord with the earlier resolution of Cabinet.
