Content: The Cabinet had before it a report * from the Head of Revenues, Benefits and Leisure outlining the pilot scheme to improve access to leisure for unpaid carers across both Mid Devon and the wider Devon area.   The Cabinet Member for Service Delivery and Continuous Improvement outlined the contents of the report with particular reference to the following:   That unpaid carers played a vital role in supporting some of the most vulnerable residents in Mid Devon, often at significant personal cost to their own health and wellbeing. Many carers experienced barriers to accessing leisure services due to financial pressures, limited time and the unpredictable nature of caring responsibilities. The report set out the outcomes of a 12-month pilot delivered by Active Mid Devon to improve access to leisure for unpaid carers. The pilot focused on removing financial and practical barriers, offering greater flexibility and working in partnership with Devon Carers and local organisations. Early feedback and participation data demonstrated clear demand for the scheme and highlighted the positive impact that accessible leisure opportunities could have on carers’ physical wellbeing, mental health and social connection.   Phillip and Linda Cornish, Care Ambassadors themselves, had joined the meeting in person to explain to the Cabinet the benefits of the scheme, this included the following insights:   They would like to carry on with 25% and 20% discount for carers mental health and wellbeing. Leisure Centre facilities enabled wheelchair users the chance to change privately in specialised changing rooms which was so appreciated. Getting involved in leisure activities reduced feelings of isolation and social interaction, which was so important for positive mental health. The service also provided a valuable social space, including coffee bar areas, and offered important support for unpaid carers. This was supported by Devon Carers, Unite in Tiverton, and their wider networks. As care ambassadors in Mid Devon, a significant need for this support was identified, particularly during difficult financial times.   The Leader of the Council strongly commended Philip and Linda for their long-standing commitment as carers. He thanked them for their dedication, contribution to the local area and for attending the meeting despite their busy and demanding roles as carers. Appreciation was also expressed for their input during the evening, acknowledging the personal effort involved.   The Deputy Leader highlighted the importance and positive impact of the pilot, emphasising the vital role unpaid carers played in supporting vulnerable residents, often at the expense of their own health and wellbeing. The Council’s commitment to taking practical action by reducing financial barriers and providing supported wellbeing opportunities to unpaid carers.   Discussion took place with regards to:   How many unpaid carers were being reached and whether outreach would continue? It was confirmed that approximately 300 young carers and nearly 3,000 adult carers were known to the Council, with further engagement planned alongside the Communications Team to increase the uptake. Which activities had carers used the most? It was explained that carers had access to all facilities across all leisure centres, with swimming and gym sessions being the most popular, especially for personal time.   RESOLVED that the Council:   a.     Offer free access for unpaid carers under the age of 18 years old. b.     Offer a 25% discount for unpaid carers over 18 years old. c.     Offer a 20% discount on casual sessions. d.     Remove peak time restrictions.   As recommended by the Service Delivery and Continuous Improvement Policy Development Group (PDG)   (Proposed by Cllr J Wright and seconded by Cllr M Fletcher)   Reason for Decision: Offering access to unpaid carers aligned with the Corporate Plan by promoting inclusivity, social responsibility, and community wellbeing, by recognising the vital role of unpaid carers in Mid Devon.    Note: * Report previously circulated.
