Content: 5.1.1 Members of the committee considered a report of the Executive Director, City Futures presenting objections received, together with officers’ responses to an Experimental Traffic Order, and seeking approval to make the Order permanent as currently implemented. 5.1.2 The Experimental Traffic Order (ETO) was introduced on parts of Garter Street, Carlisle Street and Petre Street to prevent obstructive parking and to maintain safe and unobstructed access for large goods vehicles serving local businesses. 5.2 RESOLVED UNANIMOUSLY: That the Transport, Regeneration and Climate Policy Committee – a) Considers the objections to the ETO. b) Approves that the ETO be made permanent, as currently implemented, by making a Traffic Regulation Order (TRO) in accordance with the Road Traffic Regulation Act 1984. All objectors will then subsequently be informed. 5.3 Reasons for Decision 5.3.1 The Experimental Traffic Order (ETO) on Garter Street, Carlisle Street and Petre Street has been introduced to maintain safe and unobstructed access for HGVs and other delivery vehicles serving local businesses, while minimising the impact on available parking. The benefits of improved safety, traffic flow, and business access are considered, on balance, to outweigh the outstanding objections. 5.3.2 The Order is required to make permanent the measures already implemented under the experimental scheme. 5.4 Alternatives Considered and Rejected 5.4.1 Given the industrial nature of the area and the high volume of HGV traffic, the introduction of double yellow lines along the full length of Garter Street was considered. However, it was deemed expedient to opt for a scheme which minimised loss of on-street parking while still delivering its main objectives. 5.4.2 A ‘do nothing’ option was also considered; however, this would likely have resulted in the continuation of commuter parking, further impeding HGV access to local businesses.
