Purpose:
Content: To approve and adopt the Abandoned Vehicle Policy (‘the Policy’) as contained in Appendix A to the report. To delegate authority to the Director of Communities, in consultation with the Cabinet Member for Environmental Health, Recycling and Waste, to make such amendments to the Policy as may be required following adoption. The Council has a duty to remove abandoned vehicles in some circumstances and a power to remove such vehicles in other circumstances. The police also has the power to remove abandoned vehicles in certain circumstances and from a period until 18 July 2025 had done so under ‘Operation Crackdown’. Since 19 July 2025, the Council has had to make alternative arrangements for removing abandoned vehicles. As an interim measure, the Council has introduced a reporting system to manage cases until a permanent solution is established. The Council is working with West Sussex County Council and East Sussex County Council to introduce a new reporting system which is due in April 2026. Given this change, it is important to implement a clear policy to ensure that everyone within the Council is following consistent procedures. To continue operating without a policy was rejected as having a policy will ensure that everyone within the Council is following consistent procedures. None.
