Purpose:

Content: To appoint Blanchard Wells construction contractor to deliver the Flood Defences adjacent to Sussex Yacht Club in Shoreham for the maximum budget threshold value as set out in the exempt appendix to the JSC report and agreed by Members at the JSC meeting on 9 December 2025.   The appointment of a construction contractor is necessary to deliver the Shoreham Flood Defences project, which includes the construction of the main flood wall and gates, pathway, associated piling, surfacing works, and drainage. This work is a crucial flood defences scheme to protect properties adjacent to the A259 Brighton Road to the north and Sussex Yacht Club (SYC) to the south. The construction programme will commence this summer with an anticipated winter 2026 finish, with the total programme for mobilisation and delivery estimated at 34 weeks. The location is considered as being at risk of surface water flooding with flooding taking place in 2025, highlighting the critical need for the new flood defence defences. Following a full procurement process Blanchard Wells will be appointed as the preferred contractor. The decision was based on the set tender scoring criteria of 70% price and 30% quality. Blanchard Wells scored 92% in the tender and has a wealth of experience in delivering coastal construction projects. The contract was formally tendered, therefore other bids considered were not viable  - Adur District Council (ADC) are not specialised to undertake this work “in-house”.
