Purpose: The Council has a statutory duty to comply with the Renters’ Rights Act 2025, which comes into force on 1 May 2026 and introduces significant reforms to the private rented sector. The Act expands local authority enforcement duties and introduces new breaches and civil financial penalties. The Council’s existing enforcement policies do not fully reflect these new powers. Adopting a revised Enforcement and Penalty Policy will ensure compliance with the legislation and statutory guidance and enable effective enforcement.
