Content: To seek extended delegated authority to enable the Assistant Director for Traffic &Transport to identify and prioritise locations for the public Electric Vehicle (EV) charger network by applying the methodology from the Ultra Low Emissions Vehicles (ULEV) strategy and to install new chargers in a rolling implementation plan.  The delegated authority in this paper is in addition to the delegated authority granted by Cabinet on 23 June 2021 to the Executive Director, Economy, Environment and Infrastructure   In coming to this decision I have given due and full regard to the requirements of the public sector equality duty contained in section 149 of the Equality Act 2010 (“the Act”) by reference to the law itself.   Having fully considered all the available information, I have decided to reject the alternative options and take the recommended decision to:   Approve an extension of the existing delegation, delegating authority to the Assistant Director for Traffic and Transport, to identify and prioritise locations in Gloucestershire for new EVCPs and authorise their installation in line with the approved ULEV Strategy.   This delegation is in addition to the authorisation granted by Cabinet on 23 June 2021 to the Executive Director Economy, Environment and Infrastructure and will be exercised, in consultation with the Cabinet Member for Sustainable Transport and Road Safety.   For the reasons set out in the report.

Date of Decision: April 24, 2026
