Content: Applicant:  Mr. Luke O’Brien   Location and Proposed Development:  Cloud Exotic, Bright Street, Darwen   Proposed change of use to gym (Use Class E(d)) and formation of a parking area.   Decision under the Town and Country Planning Acts and Regulations –   RESOLVED   That planning permission be granted subject to the conditions highlighted in the Director’s report and the additional condition in the Update Report:   Notwithstanding the submitted details, the development hereby approved, shall not be brought into use until a scheme relating to a barrier to prevent vehicular access along the pedestrian route to the side of the building has been submitted to and approved in writing by the Local Planning Authority.  The approved details shall be implemented before the approved us is brough into use and remain in perpetuity.   REASON:  In order to minimise the number of vehicles exiting on Bright Street, in the interests of highway safety and to comply with the requirements of Policy DM29 of the Blackburn with Darwen Local Plan (2021-2037).
