Purpose: Imberhorne School in East Grinstead is one of two secondary schools for pupils aged 11-18 serving the East Grinstead locality. The school operates over two sites with the Lower School (for Years 7 to 9) on a site at Windmill Lane and the Upper School (for Years 10 to 13) on a site at Imberhorne Lane. The Lower School site at Windmill Lane, which currently caters for 826 pupils, has significant condition and suitability issues particularly in relation to pupil toilets and also the modular teaching accommodation, which is now in excess of 30 years old. In order to address this £2.835m of Section 106 (S106) developer contributions, that are specified for use for education infrastructure works at Imberhorne School, were approved to undertake a priority scheme of improvement works at the Lower School. Following completion of a feasibility study to assess the scope of a wider programme of works and a review of S106 funds available, approval is now sought to increase the overall funding available for a programme of investment at Imberhorne School. It is proposed that works are delivered in phases by the school, undertaken as School Managed Projects, with passporting of funds to the school as design and works progress.

The Service Director (Property and Assets) has approved:- (1) A further capital allocation of £2.565m of received Section 106 developer contributions to complete design work and enable the delivery of the improvement works to Imberhorne School as set out in paragraph 2.1 of this report, and to procure the delivery of the works in so far as required. The increase would give a total capital budget of £5.4m. (2) The passporting of a maximum and not to be exceeded total budget of £5.4m of received S106 developer contributions to Imberhorne School, in accordance with the relevant Section 106 Agreements, to fund the work outlined in paragraph 2.1 of the report.
