Purpose:
Content: The Chief Executive submitted a report informing Committee of the Council’s usage of Regulation of Investigatory Powers Act (RIPA) and seeking approval of the revised RIPA policy. Committee noted that RIPA allows the Council to carry out directed surveillance and/or use covert human intelligence sources (“CHIS”) lawfully if it is authorised in accordance with the provisions of RIPA. Members were advised that the RIPA Policy had been reviewed and updated to reflect current legislation and guidance, including clarification on when surveillance or CHIS activity could be authorised and to make some minor typographical corrections. It was reported that the Council had not used its RIPA powers in the previous 12 months and that CMT and Heads of Service had completed refresher training on 17 March 2026. RESOLVED THAT COMMITTEE: 1. Note the usage of RIPA during the period to date. 2. Approve the amended RIPA policy.
