Purpose:
Content: The Chief Executive submitted a report asking Committee to consider a request from Personnel Committee to agree the approach to replacing the Deputy Chief Executive and Director of Resources role. Members noted that Personnel Committee had considered the matter on 18 March 2026 and had supported the proposal to separate the Deputy Chief Executive function from the Director of Resources role, with the Deputy Chief Executive post being deleted from the establishment. It was reported that deputising responsibilities would instead be shared informally across the three Director posts, namely Economic Development and Planning, Community Services, and Resources. Committee was advised that a vacancy would therefore arise for the Director of Resources and Section 151 Officer, and that recruitment would be required. RESOLVED THAT COMMITTEE: 1. Approve the separation of the Director of Resources (Section 151 Officer) role from the Deputy Chief Executive function and the subsequent deletion of the Deputy Chief Executive post from the establishment. 2. Subject to a review of recompense arrangements, to be brought back to this Committee, agree that deputising responsibilities be shared informally across the three Director roles (Director of Economic Development and Planning, Director of Community Services, and Director of Resources), as determined by the Chief Executive. 3. Approve the requirement to recruit to the Director of Resources (Section 151 Officer) post and appoint a sub-committee of three Policy & Finance Members to recruit and appoint a replacement for onward recommendation to Full Council.
