Purpose:

Content: The Chief Executive submitted a report for information providing Committee with information on the number of exemptions to Contract Procedure Rules (CPRs) which have been granted since monitoring began in November 2025,   The External Auditors had recommended that in addition to being reported to individual service Committees for approval or information, that Accounts and Audit Committee receive details of all exemptions for future monitoring and assurance that exemptions were only granted where there was a sound rationale for approval.   The report noted the provisions of the Council’s CPRs, and the limited circumstances under which exceptions could be granted. Five exemptions had been granted since monitoring began in November 2025, further details of which were provided in the report.
