Purpose:

Content: The Chief Executive submitted a report seeking committee’s endorsement and recommendation to Council of the appointment of an Independent Person.   The Council had previously approved the appointment of two Independent Persons, in accordance with Section 28(7) of the Localism Act 2011 and the recommendations of the Committee on Standards in Public Life following their review Local Government Ethical Standards in 2019.   The Council’s current arrangements on standards allowed for three Independent Persons however the previously recruitment process did not yield a third Independent Person. The role had recently been publicised and interviews had taken place. The interview panel recommended that Committee approve the appointment of two candidates, namely Fiona Glen and Jane Holgate, for subsequent approval by Full Council.   To enable the Council to appoint both candidates and recognising the advantages of a broader pool of Independent Persons to support resilience, availability and good governance, it was also proposed that the number of Independent Persons be increased from three to four in the Councils arrangements.   RESOLVED THAT COMMITTEE:   1.     Approved the amendment of the Council’s arrangements under the Localism Act 2011, so that the Council shall have four Independent Persons.   2.     ***Endorsed and recommend to Council the appointment of Ms Fiona Glen and Ms Jane Holgate as Independent Persons.
