Purpose: Selective licensing schemes are local authority programmes that require all privately rented homes in a designated area to be licensed, with the aim of improving housing standards and tackling local problems.

Content: DECISION: The Cabinet agreed to:   Note the outcome of the public consultation process detailed in the Consultation Report (Appendix 1), the representations received and the Council’s consideration and response to these representations (Appendix 2). Note that the consultation background documents (Consultation Evidence Pack) (Appendix 3) and Housing Stock Condition and Stressors Report Metastreet, 2025 (Appendix 4) highlight the scale of problems relating to poor housing conditions and ASB in the private rented sector, and the objectives that the proposed selective licensing scheme would help the Council achieve and alternatives to licensing which have been considered. Approve the designation of a selective licensing area of 17 wards of the London Borough of Enfield from 01 September 2026 as defined by the designation boundaries shown on the map in (Appendix 5). Approve the proposed licensing scheme objectives as set out in Appendix 6. Approve the proposed selective licensing conditions that would accompany any granted licence as set out in Appendix 7. Approve the proposed fee structure for licence applications made under the selective licensing scheme at Appendix 8. Note the result of the Equalities Impact Assessment at Appendix 9. Delegate authority to the Executive Director for Environment and Communities to issue the required statutory notifications in relation to the designations and, in consultation with the Lead Cabinet Member for Planning and Regulatory Services, to ensure compliance in all respects with all relevant procedures and formalities applicable to authorisation of the scheme; to keep the proposed scheme under review during the designation lifetime and agree any changes to the proposed implementation and delivery, including administration, fees and conditions as is necessary for the effective administration of the scheme, and give all necessary statutory notifications. Give approval for the Executive Director for Environment and Communities to consult with the Chief Finance Officer annually with regards to seeking: Approval of any surplus and deficits to be carried forward for the established ring-fenced trading account, which has the financial objective to deliver a break-even position over the life of the scheme. In doing so, regard will be given to the current financial performance and expected future financial performance, and recommendations will be made as to any corrective action to be taken to ensure that the financial objective is met over the agreed scheme period.
