Purpose:

Content: The Committee was asked to consider a report which sought approval to commence a procurement exercise to appoint a new supplier for wheeled bins and caddies.  The proposed contract would be for a period of 3 years, up to the value detailed in the report.   Officers advised the Committee that the current contract expires on 30 September 2026.  The Council had a statutory obligation to provide refuse & recycling wheelie bins to its residents under sections 45 & 46 of the EPA Act 1990.   The contract would cover all sizes of wheelie bins, both 2 wheeled and 4 wheeled as well as internal (7 litre) and external (23 litre) caddies.   Members were advised that in March 2025 the existing food waste service had been expanded to include flats and communal properties.   In the same month it had become mandatory for local authorities to provide food waste collections to all residents as part of the Simpler Recycling Legislation.   The procurement process would be undertaken through approved frameworks thereby ensuring best value, competitiveness and compliance.  Frameworks used would require bins to contain a proportion of recycled materials.   Noting that existing specifications would be retained Members approved the Officers recommendation.   Officers were asked to continue to publicise and encourage residents to recycle through the Council’s website and social media platforms.     Resolved that:    i)               Approval be given for Officers to commence the procurement process to source a supplier to provide the Council with Wheeled Bins and Food Caddies   ii)             A 3-year contract as detailed in the report be approved
