Purpose:
Content: The Committee was advised that this report asked for a variation of the approved capital programme for vehicle replacement scheduling due to a reliability review. Members would recall that in July 2025 the Committee approved a program to replace 7 vehicles over a period of 3 years. The replacement of the 3.5t Precinct Sweeper was originally scheduled for financial year 2027/28. The HIAB was not included at the time as it was believed it would continue to be functional through to Local Government Reorganisation. Unfortunately, both assumptions were no longer the case. Both vehicles had had significant downtime, which impacted the service provided to residents significantly. Officers believed further investment in these vehicles was unsustainable and high risk. Members received an options appraisal in relation to both the precinct sweeper and HIAB. The appraisals detailed various options available to the Council. Having reviewed the options Members supported the Officers recommendation to replace both vehicles as the most cost effective approach, Resolved that: i) Approval be given to bring forward replacement of 3.5 tonne precinct sweeper by one year to ensure continuity and approve the commencement of the procurement process as detailed in the report. ii) Approval be given to commence the procurement process to purchase a used HIAB as detailed in the report. iii) The Corporate Management Committee be requested to approve a supplementary capital estimate for the sums detailed in the report for the purchase of one new EV precinct sweeper and one used HIAB. iv) The Corporate Management Committee be requested to remove the budget set aside for the precinct sweeper in the 2027/28 capital programme, as detailed in the report.
