Content: Decision Category A: The exercise of an express delegation from the Council, Cabinet or Committee.   Meeting Name: Cabinet Meeting Date: 14th November 2024 (Item 14 Inter-Authority Agreement for Partnership for South Hampshire Local Nutrient Mitigation Fund Projects) That East Hampshire District Council agrees to act as:   1.                 The Monitoring Authority for the Hinton Ampner nutrient mitigation scheme, which is delivered and operated by the National Trust.   Monitoring Authority Role – the Monitoring Authority is responsible for carrying out monitoring of specific projects and enforcement where management is not carried out to the agreed schedule. In being a signatory to the Inter-Authority Agreement, all authorities agree to undertake the Monitoring Authority role when requested. In respect of the Hinton Ampner scheme, the Monitoring Authority will be required to spend around half a day per year to review the monitoring report supplied by Fareham Borough Council (as Host Authority) against the Monitoring Plan and if required visit the site, and approve the reports content or challenge it to the Solent Mitigation Parternship as Lead Authority. The Solent Mitigation Partnership will provide a fund to the Monitoring Authority which covers the officers time and expenses when undertaking the monitoring activities over the required monitoring period.   2.                 A Benefiting Authority for Test and Itchen Mitigation Schemes at:   ·       Land at Woodington, Test Valley ·       Solent Householder Septic Tank Upgrade Programme – Phase 1 (Arle Water Body, Bishops Sutton) ·       Basingstoke and Deane Borough Council – Council-owned Sewage Works Upgrade, and ·       Hinton Ampner Scheme, River Itchen   Enabling the Council to secure nutrient neutrality credits to support plan-making within East Hampshire affected by both nitrogen and phosphorus in the Itchen catchment; and to enter into the necessary legal and administrative arrangements required to fulfil these roles, subject to compliance with the Council’s constitutional, financial, and legal requirements.
