Purpose: Permission is requested from Executive to initiate the procurement of a Cumbria-wide Addictions Service for a period of up to 10 years (an initial 6-year term, with optional extensions of up to 4 years), commencing on 1st October 2026. Cumberland’s contribution is estimated up to a maximum value over the full 10-year term is circa £50.4m. Executive is also requested to delegate authority to the Director of Public Health, Customer and Community Wellbeing to agree, in conjunction with Westmorland and Furness Council and following consultation with the relevant Portfolio Holder, the award of the Cumbria-wide contract upon conclusion of the procurement process. Cumberland Council will act as the lead authority, undertaking the procurement process and contracting with the successful provider on behalf of both councils, subject to the execution of a Joint Working Agreement. The estimated maximum advertised value of Cumberland’s contribution to the contract over the full 10-year term is approximately £50.4 million. The total estimated value of the contract is around £80 million, with Cumberland’s contribution representing a year 1 63/37 percentage split between Cumberland and Westmorland & Furness Councils, this will be reviewed annually. The procurement will be conducted under the Provider Selection Regime. Both councils will operate in accordance with a Joint Working Agreement, which outlines the roles and responsibilities of each authority.
