Purpose: Approval to fund Hidden Homeless Officer for 2026-27

Content: Approval to fund Hidden Homeless Officer for 2026-27   Delegated Decision Ref: 26/16/H   1.    In accordance with the Council’s Scheme of Delegation, the Assistant Director - Housing to fund £42,674.83 to Framework Housing Association and enter into a Funding Agreement via a direct award from the 1st of April 2026 until the 31st of March 2027, for the provision of intensive support to insecurely housed people in the district with complex needs; and 2.     Legal Services Manager be authorised to negotiate, finalise and complete all necessary legal agreements and other documents to give effect to the above. To deliver homeless prevention support with Framework Housing Association for vulnerable residents in the district who are sofa surfing or vulnerably housed, to prevent homelessness.   The funding will provide a full-time post that works alongside the MDC Rough Sleeper Homeless Officer and supports people that are attending the numerous soup kitchens across the district. The funding will be provided from the Rough Sleeping Prevention and Recovery Programme 2025-26, rolled over, which is ring fenced for this type of project. To note that a procurement exemption has been signed by the Assistant Director - Housing based on the specialism of the contract and the short term funding.     MDC has identified a gap in the service provision that is offered to vulnerable people. To not fund this project would leave a prevention gap in the homeless pathway.
