Purpose: The purpose of the report is to seek approval to direct award a contract to Making Space to deliver Supported Accommodation at Bluebell Lane, Huyton, for three years from 1 May 2026 with the option of extending up to 12 months.  

Content: The purpose of the report is to seek approval to direct award a contract to Making Space to deliver Supported Accommodation at Bluebell Lane, Huyton, for three years from 1 May 2026 with the option of extending up to 12 months.   The Executive Director (Health and Social Care) is recommended to;   i.               Award a contract without competition to Making Space to deliver Supported Accommodation at Bluebell Lane, Huyton, for three years from 1 May 2026 with the option of extending up to 12 months.   ii.             Authorise the Complex Brokerage Team to make the necessary arrangements for the issue of the relevant documentation.   Do Nothing:  The option to decommission the care and support at Bluebell was rejected as this would leave extremely vulnerable individuals requiring support with their personal and housing needs at risk.   Tender:  Tendering to the open market was considered and rejected due to the demonstrable effectiveness of the current provider, who has consistently delivered high-quality outcomes and a stable service for vulnerable residents at this provision
