Content: Resolved: That Cabinet: a) Agree to allocate a portion of the funding received from The Office for Health Improvement and Disparities to the existing Substance Misuse Services Agreement held with Turning Point (£1,647,101 in 2026/27 and up to £1,890,111 in 2027/28). b) Delegate authority to the Director of Public Health and Corporate Director of Resources (S151 Officer) in consultation with the Cabinet Member for Public Health and Co-ordination with the NHS to approve and enter into a Deed of Variation with Turning Point pursuant to the approved procurement exemption to vary the Substance Misuse Services Agreement to allocate the above-mentioned funding for 2026/27 and 2027/28. Reasons for Decision: The commissioning of substance use services is a Public Health function in accordance with the Health and Social Care Act 2012. Wiltshire Council has an existing Substance Misuse Services Agreement with Turning Point. The initial contract term is from 1 April 2023 – 31 March 2028 with a possible extension period of up to three (3) years (at the Council’s discretion). Turning Point is currently delivering an enhanced drug and alcohol service provision that was previously funded through external annual grant funding from the Office of Health Improvement and Disparities. To maintain continuity of the services, it is proposed that Turning Point receive the above-mentioned funding.
