Purpose: To write-off of £180,000 capital loan and £11,615.53 loan interest (revenue) owed by Fays Flowers Ltd as part of the Growing Place Infrastructure Fund (GPIF) loan programme following the company going into administration and later being dissolved. The debt exceeds the delegated authority of the S151 Officer. This is fully met by funds set aside from grant from government as part of the Growing Places initiative so does not impact the council’s financial position but does reduce the overall GPIF loan funding available to issue to other companies.

INTENTION TO MAKE DECISION Following consultation with officers I give notice that I intend to make the decision to write-off of £180,000 capital loan and £11,615.53 loan interest (revenue) owed by Fays Flowers Ltd as part of the Growing Place Infrastructure Fund (GPIF) loan programme following the company going into administration and later being dissolved. If you would like to make any representations to me on this issue please do so by Tuesday 12 May 2026. The company has dissolved and Wiltshire Council has been informed that, as a creditor, none of the money owed will be returned to it. Fays Flowers appointed a voluntary liquidator on 16 January 2025. The debt to Wiltshire Council was registered with the administrators and the company creditor paperwork was filed within the required deadlines. The company was wound up by the administrators on 19 August 2025; no funds were left in the business to distribute to registered creditors. The company was dissolved at Companies House (Company number 08940704) on 21 November 2025. Fays Flowers owed £180,000 in capital payments and £11,615.53 in interest. These sums need to be formally written off from Council’s accounts recognising that the loan will not be repaid. Not applicable.
