Purpose: The Council seeks approval to uplift the contract value ceiling due to the pilot performing significantly above forecast. Based on current delivery volumes, the contract value will reach its existing ceiling within approximately six months. Without this uplift, the supplier would be required to cease delivery once the ceiling is met, creating a preventable service gap and interrupting the evidence-base required for the full commissioning review. As this remains a below-threshold concession contract, the modification is permissible under the Procurement Act 2023. The modification does not alter the concession model, under which the supplier bears all operational costs and is remunerated solely through paid Fixed Penalty Notice (FPN) income.
