Purpose: To amend the current honorarium payment to reflect the extra duties of covering the COTC post following our previous COTC holder leaving the council.
Content: To approve the increased payment for employee XXXXXX covering the Certificate of Technical Competence (COTC) duties in relation to the Waste Transfer Station licence that were previously covered by the Public Space Manager. This includes submitting the EA quarterly reports and being the current COTC holder for the site which will be officially on the system. Amendment to previous ODR - Delegated Decision Ref: 26/02/NS To amend employee number XXXXXX pay to be equivalent to grade 5.2 - £36,363 and back dated to 01/10/2025 and to be reviewed around 30/09/2026 Additional duties from the trade officers’ job to be covered by postholder XXXXXX are: · To act as the Council’s nominated Certificate of Technical Competence holder in respect of the Waste Transfer Station Licence… · To ensure the Waste Transfer Station is inspected daily in line with the requirements of the Facility Licence. To manage and control waste inputs and outputs to the Waste Transfer Station reporting control data quarterly and identifying operational improvements and modifications to the Environment Agency The Trade Waste Officer is undergoing the relevant training (along with the Waste & Recycling Manager), this training has been delayed due to the original training company going into administration. It is a legal and operational requirement for a qualified COTC person (Certificate of Technical Competency) to oversee the Transfer Station in order to ensure the site is run responsibly, safely and in line with environmental regulations. The training covers waste handling & operations, legislation & permits, environmental protection, health & safety and site management. The Public Space Manager has now left the council, and she was the previous COTC holder for the site. Therefore, the Certificate of Technical Competency (COTC) is being covered by employee number XXXXX The proposal is to amend the current honorarium and back date the pay from 1st October 2025 and review the situation on 8th January 2027 or before should one of the two candidates as detailed above complete ahead of schedule. The Trade Waste Officer post is a Grade 5. Employee XXXXXX is grade 3.4, so the honorarium seeks to uplift employee XXXXX salary to be equivalent to a grade 5.2 - £36,363 to reflect the additional responsibility for COTC duties in regard to Waste Transfer activities at Hermitage Lane Depot.
