Purpose:

Content: Renewal of Service Level Agreement with Nottinghamshire County Council for Delivery of Procurement Service       To extend the current service level agreement with Nottinghamshire County Council for the delivery of a procurement service until 31st March 2028 at an annual cost of £65,000.     It is proposed that the Council extends the current SLA with Nottinghamshire County Council for the provision of procurement advice and support. The County Council will undertake procurement exercises for relevant contracts with an estimated contract value exceeding £50,000 for non-construction related projects and £100,000 for construction related projects. Below those thresholds, the procurement exercise would be undertaken in-house. This is considered to be the best option for the Council for the following key reasons Ø  The County Council has the experience, knowledge and resource resilience required to support delivery of this Council’s future planned procurement projects until 31st March 2028 including a number of major capital projects Ø  The County Council is committed to working with this Council to maximise the delivery of social value outcomes which is a key element of this Council’s current Procurement Strategy whilst still aiming to deliver significant savings Ø  The County Council meets this Council’s aim of using local service providers wherever possible Ø  The County Council is also a local Anchor Institution with which this Council is committed to work in collaboration for the benefit of the local community   Nottinghamshire County Council’s annual fee for the service is to be reviewed annually and can increase in line with salary cost increases and if additional services are required.   The Service Level Agreement will include a set of Key Performance Indicators (KPIs) which are agreed between both parties to monitor and manage the performance of the contract. It also includes the social value measures that will be included in all above threshold procurement projects. This is not a relevant contract for the purposes of the Procurement Act 2023 and the Council’s Contract Procedure Rules. This is a collaborative arrangement where the key drivers are to share expertise and costs between two partner organisations. The proposal is to extend the current Service Level Agreement to 31st March 2028 under the same terms and conditions. Due to Local Government Reorganisation, no other viable options are feasible at this time
