Purpose:
Content: RESOLVED that the planning application be REFUSED permission for the following reasons: · The proposed development fails to safeguard the countryside from encroachment, thereby by undermining the remaining Green Belt, and is in an unsustainable location with poor access to public transport and local facilities and services. It is therefore considered contrary to Policy CS01 Sustainable Development, Policy CS02 Scale and Distribution of Development of the Local Plan Core Strategy (2014), and the requirements of Para. 155 of the National Planning Policy Framework (2024). · The proposed development would be inappropriate by definition. It would cause substantial harm to the Green Belt’s openness and in the absence of very special circumstances to clearly outweigh the potential harm to the Green Belt by reason of inappropriateness, or any other harm resulting from the proposal. It is therefore considered contrary to Policy CS02 Scale and Distribution of Development of the Local Plan Core Strategy (2014), and Section 13 Protecting Green Belt Land of the National Planning Policy Framework 2024. · The proposed development, by virtue of the increase in the number of dwellings, would place additional demand on existing physical and social infrastructure that is insufficient to accommodate the scale of development proposed. The proposal would therefore give rise to an unacceptable burden on local infrastructure, to the detriment of both existing and future residents. For these reasons, the development is contrary to Policy CS10 (Physical and Social Infrastructure) of the Local Plan Core Strategy (2014).
