Purpose: To approve the required steps in publishing the Commencement Notice for a new Local Plan and undertaking Gateway 1 assessment. Also to agree necessary revisions to the Local Development Scheme

Content: Resolved:   1.3 That Cabinet recommends to Council that it:   a) Approves the Project Initiation Document (PID) at Appendix 1   b) Approves the commencement of a new Chichester Local Plan in accordance with the Town and Country Planning (Local Planning) (England) Regulations 2026;   c) Approves an additional budget of £550,000 to be allocated from reserves to fund the work on the new Chichester Local Plan up to 1 April 2028, in addition to the annual base budget contribution to the local plan reserve of £250,000;   d) Approves the publication of the Council’s ‘Notice of Intention to Commence’ before 30 June 2026 (Regulation 19);   e) Approves the publication of the Chichester Local Plan Timetable as set out in Appendix 2 (Regulation 4 and 5); Page 123   f) Delegates authority to the Director of Planning and Environment, in consultation with the Cabinet Member for Planning, to approve updates to the Local Plan Timetable monthly or as required to ensure an up-to-date timetable is publicly available (Regulation 6) provided those updates do not result in a change exceeding 20 working days earlier or later than the approved date to be amended;   g) Delegates authority to the Director of Planning and Environment, in consultation with the Cabinet Member for Planning and following consideration by the Development Plan and Infrastructure Panel, to agree commencement and undertaking of the statutory ‘scoping consultation’ (Regulation 20);   h) Delegates authority to the Director of Planning and Environment, in consultation with the Cabinet Member for Planning and following consideration by the Development Plan and Infrastructure Panel, to approve, submit and publish the required documents and statements for statutory Gateway 1 self-assessment (Regulation 21) by 31 October 2026; and   i) Approve the amendments to the Local Development Scheme (LDS) (Appendix 3) which update the Southbourne Allocation DPD timetable and delete references to the Site Allocation DPD which will not be progressed.
