Purpose:
Content: a) That a revised officer delegation providing the necessary powers to oversee the Neighbourhood Plan process (listed below in A33/1) is adopted. b) That section 3, paragraph 3.7 be removed from Appendix I - Public participation at meetings, the effect of which is to remove the limit on the number of times a person can speak at Planning Committee, subject to there being slots available. c) That the following paragraph is inserted into Article 4 of the constitution: Full Council is chaired by the Lord Mayor, with the Sheriff acting as Vice Chair. These civic roles are incompatible with executive office and therefore Cabinet Members cannot serve as the Chair or Vice Chair of Full Council. d) That delegated authority be given to the Director of Place to appoint authorised persons under the Sunbeds (Regulation) Act 2010, to authorise any prosecutions necessary under that Act and to administer the relevant provisions of the legislation. e) That the Head of Legal Services and Monitoring Officer be nominated as the proper officer for the receipt of notices under the Local Government and Housing Act 1989 and the Local Government (Committees and Political Groups) Regulations 1990 and granted the ability to make or terminate appointments of voting Members to Committees and Sub-Committees in accordance with the wishes of political groups. f) To add the following words to the procedure rules contained in Appendix I Public participation in Full Council meetings. ‘The council will not accept public questions or petitions at Full Council during a pre-election period following the announcement of an election or referendum that triggers pre-election rules’ g) To insert a reference into the council and committee procedure rules in Parts 4 and 5 of the constitution to embed the Protocol for managing demonstrations at council meetings. h) To delegate to the Joint Chief Executives’ the ability to appoint representatives to a Corporate Trust, where the council is sole trustee.’
