Purpose:

Content: The Committee received an update on a range of operational and maintenance matters affecting the Green.   Car parking   Officers reported that the Crown Estate had now communicated with Officers regarding car parking, a full written response on this would be sent when appropriate advice had been received from Counsel.   This response would be conveyed to the Committee when received.   The Committee was asked to note that the Council’s Environment and Sustainability Committee had resolved at its meeting in February 2026, that the Englefield Green car park should be excluded from the recreational charging scheme and Council’s Off-street parking orders.   Tree planting   Officers reported that The Crown Estate had now given their consent for the planting of six Acer Campestre Queen Elizabeth II trees.   The planting of these trees would take place in the next planting session.     Woodland Management Plan   The Crown Estate had now given their consent to the Woodland Management Plan which had previously been approved by this Committee.     Bollards   Officers reported that in order to comply with the conditions of the Crown Estate the corroded metal drop bollard located on the pathway from the Cricket Club would need to be replaced with a wooden bollard.   Litter bins   Consent had now been received for the installation of 16 Glasdon Origin Curve 110 litter bins.   To comply with the Crown Estate the following conditions would be adhered to:   ·         Litter bins that are removed and not replaced will have their concrete bases and anchors removed and the ground made good; and ·         Concrete surfaces and anchors would be repaired, maintained and kept in good condition where litter bins were replaced.     Clock   The Committee was advised that the clock at the Englefield Green Cricket Club had now been repaired.  A new internal system had been installed whilst retaining the clocks external appearance.   All works which had now received Crown Estate consent would be progressed by Officers through the appropriate procurement processes, using the Englefield Green ring-fenced funds and in line with the legal framework that protected the Green as an open and unenclosed space.   Mr Mc Gregor-Johnson (Residents’ Representative) expressed his dissatisfaction regarding the current condition of the Green.  He was disappointed not to see an item on the agenda regarding remedial measures for the Green.    Mr Bromilow (Residents’ Representative) stated that he had contacted the Chair of the Committee and asked him to request Officers write a report on remedial measures for the Green.   The Chair of the Committee advised both residents representatives that due to operational and staffing issues, along with a significant event happening in the Borough prior to publication, there had not been the capacity for a report to be written.   Mr Bromilow expressed his extreme dissatisfaction with the way his request had not been responded too, nor had he been advised prior to publication of the agenda that his item would not be included.  The Chair advised the Committee that he had responded to Mr Bromilow on the matter.   It was noted that service from Residents’ Representatives was very much appreciated but processes had to be followed, and on this occasion, unfortunately there were not the staff resources to prepare a late report.   Mr Bromilow advised the Committee that he wished to resign as Residents’ Representative with immediate effect and left the chamber.   Members thanked Officers were thanked for all their work in relation to the Green.
