Purpose: To consider that the Anglia Revenues Partnership enter into a Section 113 agreement with City of Lincoln Council and North Kesteven District Council to provide single person discount fraud services.

Content: To consider that the Anglia Revenues Partnership enter into a Section 113 agreement with City of Lincoln Council and North Kesteven District Council to provide single person discount fraud services. RESOLVED that:   1)    Cabinet approve that ARP enter into a Section 113 agreement with City of Lincoln Council and North Kesteven District Council to provide single person discount fraud services.   City of Lincoln and North Kesteven will provide funding to cover the administration and management of the service.   An increase in resilience given the increased resource.   Working with other Councils, in a new County area, would increase access to data and intelligence.   The potential that this may lead to further opportunities in this area.   The funding agreed with City of Lincoln and North Kesteven and the resource to be allocated to this work is considered sufficient to provide single person discount fraud services whilst also contributing to efficiencies across the partnership.   Providing a fraud service to new external partners will add social value that, in turn, may lead to similar approaches and opportunities in the Lincolnshire area.   This arrangement would see annual cashflows towards efficiencies.   In addition to contributing towards efficiencies, the provision of single person discount fraud services provides the added value of additional resource resilience allowing for cover of annual leave, sickness and peaks and troughs in workload. It is anticipated that any additional resource will also have the capacity to assist with other ARP fraud and error workstreams. 1)    To do nothing.   2)    To approve that ARP enter into a Section 113 agreement with City of Lincoln and North Kesteven for the provision of single person discount fraud services.
