Purpose: To seek Cabinet approval for the adoption of the Breckland Procurement and Contract Management Strategy 2026 – 2028
Content: To seek Cabinet approval for the adoption of the Breckland Procurement and Contract Management Strategy 2026 – 2028 RESOLVED that: 1) the Breckland Procurement and Contract Management Strategy 2026 – 2028 be approved 2) delegated authority be given to the Deputy Chief Executive, in consultation with the Executive Member for Property, Projects and Procurement, to make amendments required to reflect legislative updates, operational refinements or organisational change. 3) progress against the strategy be reported annually to Governance and Audit Committee and bi-annually to the Corporate Management Team. Adoption of the Strategy will ensure compliance with the Procurement Act 2023, strengthen governance, oversight and transparency, embed measurable social value and sustainability outcomes within procurement activity, improve contract management practice and performance monitoring, support readiness for Local Government Reorganisation (LGR), and enhance supplier engagement while increasing local spend where appropriate. Approval of the Breckland Procurement and Contract Management Strategy 2026 - 2028 is recommended to ensure the council has a clear, modern and legally compliant framework for commissioning, procurement and contract management. The strategy strengthens governance, embeds the requirements of the Procurement Act 2023, and positions procurement as a strategic enabler of the Corporate Plan priorities. It improves transparency, supports delivery of measurable social value and environmental outcomes, enhances contract performance oversight, and increases local economic impact. Adoption will also strengthen the Council's readiness for local government reorganisation by ensuring that robust contract records, risk management and transition planning are in place, thereby protecting service continuity and financial resilience. 1) That Cabinet approves the Breckland Procurement and Contract Management Strategy 2026 - 2028. Delegates authority to the Deputy Chief Executive, in consultation with the Executive Member for Property, Projects and Procurement, to make amendments required to reflect legislative updates, operational refinements or organisational change. Notes that progress against the strategy will be reported annually to Governance and Audit Committee and bi-annually to the Corporate Management team. 2) Do Nothing (Not Recommended): Without a formal Procurement and Contract Management Strategy, the Council would continue to operate without a clear framework aligned to the Procurement Act 2023 and LGR requirements. This creates significant legal, compliance, and reputational risks, reduces transparency, limits the ability to demonstrate value for money, and prevents embedding social value, sustainability, and improved contract management practices..
