Purpose: ??This report provides Cabinet with an update on the Borderlands Inclusive Growth Deal, including delivery to date, future proposed delivery, and changes to the accountable body arrangements that Northumberland County Council perform on behalf of the English councils.

Content: RESOLVED:     Cabinet note the progress being made on delivery of the Borderlands Inclusive Growth Deal through Northumberland’s three major programmes to date; Northumberland Borderlands Place Programme, Northumberland Borderlands Inclusive Growth Programme and Borderlands Energy Programme   Cabinet support the ongoing development and mobilisation of investment propositions as set out in the report, and agree the following: Approve the appropriation for planning purposes of the Council's Land at The Maltings Theatre, Berwick-upon-Tweed pursuant to Section 122 Local Government Act 1972 and the subsequent engagement and use of the powers under Section 203 Housing and Planning Act 2016, as set out in para 7.36. Submission of the Northumberland Hadrian’s Wall Visitor Exploration Project Full Business Case to Borderlands for appraisal and, subject to the outcome of the appraisal, delegate authority to the Executive Director of Transformation and Resources (s151 Officer) to accept funding from the Borderlands Partnership for delivery. Confirm approval of the Borderlands’ Energy Programme Business Case and shortlisting process and Borderlands’ Hadrian’s Wall Programme Business Case which have been approved by the Borderlands Partnership Board. Delegate authority to the Executive Director of Place and Regeneration, in consultation with the Portfolio Holder for Business, Growth and Regeneration, to undertake all necessary procurement activity associated with the Northumberland Hadrian’s Wall Visitor Exploration Programme, subject to approval of the full business case. Agree that a subsequent report relating to the Northumberland Borderlands Energy Programme will be brought back to Cabinet, with authority delegated as above to undertake preparatory and development activity.   As part of implementing the Borderlands ‘Reset’, Cabinet delegate authority to the Executive Director of Transformation and Resources (s151 Officer) in conjunction with the Cabinet Member for Business, Growth and Regeneration to approve project drawdowns, programme reallocations, change controls and statutory financial returns, in alignment with Northumberland County Council’s Local Assurance Framework.
