Purpose:

Content: The decision to appoint a new supplier to provide inspection and asset management software for the Council’s tree stock. The current asset management system had not been market tested for some years and with the rising cost of the service and its lack of compatibility with internal and external GiS systems was leading to poor data quality which was not meeting the needs of the service.   The extant service agreement with the current supplier did not meet the requirements of procurement legislation. A more formal agreement is required and has been put in place through this exercise.   The procurement exercise identified multiple alternatives which more closely met the essential and desired criteria established by the department.  The current supplier did not meet essential criteria.   The selected supplier’s software met all criteria and will improve service delivery at a lower annual price point. Staying with the existing provider was not an option as it was failing to meet our service requirements and had been on a rolling annual licence for a number of years without being reviewed.   We undertook a G-Cloud based procurement exercise in which we considered all suppliers within that framework.  Other software suppliers are available but are not within our framework. None.
