Purpose: The purpose of the report is to seek approval in accordance with Contract Procedure Rule 9.4.2 (7) to modify the contract with NECO Mechanical and Electrical Consulting Engineers for Huyton Multi Storey Car Park.  

Content: The purpose of the report is to seek approval in accordance with Contract Procedure Rule 9.4.2 (7) to modify the contract with NECO Mechanical and Electrical Consulting Engineers for Huyton Multi Storey Car Park.   (i)      That in accordance with Contract Procedure Rule 9.4.2.(7), the contract with NECO Mechanical and Electrical Consulting Engineers for Mechanical and Electrical Advisory Services for Huyton Multi Storey Car Park be modified by amending the pricing and scope to include additional car parking decks, envelope treatments and services; and  (ii)  That the Procurement Team be authorised to issue the relevant contract modification documentation.   Do Nothing: This option was considered and rejected as this will not assist the Council in delivering its long-term vision for Huyton Village Centre, for which Huyton Multi Storey Car Park is a key component. In a do-nothing scenario, opportunity to improve infrastructure in line with accessibility goals, would be limited and the current car park would continue to negatively impact the visual amenity of the town centre. Seek Competition (Quotation / Tender): Seeking competition for a new tender process is not considered feasible as the existing contract is performing effectively. Initiating a separate procurement exercise would likely result in significant delays and additional costs ultimately impacting project delivery.
