Purpose: Shops and other businesses are a vital part of the economy of Ipswich town centre, and in order to ensure that shoppers can feel safe and relaxed whilst walking in the centre of the town, it has been the case for many years that vehicles are prohibited (with limited exceptions) on multiple pedestrianised streets. The Council is concerned however, that the access restrictions are being regularly contravened, especially during the core hours of 10.30am to 4.30pm when the exception that allows goods vehicles to be driven on the relevant streets for the purposes of deliveries does not apply.
Content: Shops and other businesses are a vital part of the economy of Ipswich town centre, and in order to ensure that shoppers can feel safe and relaxed whilst walking in the centre of the town, it has been the case for many years that vehicles are prohibited (with limited exceptions) on multiple pedestrianised streets. The Council is concerned however, that the access restrictions are being regularly contravened, especially during the core hours of 10.30am to 4.30pm when the exception that allows goods vehicles to be driven on the relevant streets for the purposes of deliveries does not apply. As such, the Council has decided, with the permission of Suffolk County Council as the Highway Authority, to install bollards at the following locations to prevent unlawful access by motor vehicles: · Carr Street, at the junction with Old Foundry Road · Princes Street, at the junction with King Street · Tower Street, to the south of the junction with Tower Church Yard · Westgate Street, at the junction with High Street (x2 – one set on each side of the junction) The bollards will be removable and will only be in place between 10.30am and 4.30pm, in order to allow access for deliveries outside of these times. Access for statutory undertakers will be allowed at any time. A process of access for Blue Lights Services dealing with emergencies will be maintained at all times. The main alternative option would be to not install the bollards but the Council is of the view that this is necessary in order to address the issue of unlawful motor vehicle access between 10.30am and 4.30pm. The powers that the Council will be exercising are contained in Section 115B of the Highways Act 1980.
