Purpose:

Content: The Committee agreed to the removal of all outstanding items on the Statement of Outstanding Business, noting an update that had been circulated further to the papers being published for the meeting:   Following consideration of the Environment and Infrastructure Services Procurement Plan Formartine 2026/2027, the Committee had requested that the Service liaise with the Area Team to ensure that there is opportunity for Councillors to engage in the prioritisation of projects going forward, as well as having a monitoring and scrutiny role.   Officers had advised that the Committee is afforded a number of opportunities to engage in, and influence, the prioritisation of projects through existing governance, scrutiny and monitoring arrangements.  This includes consideration of service plans, programme updates and performance reports brought routinely to Committee, as well as the ability to request further information, scrutiny or reviews where Members consider this appropriate. These mechanisms provide both engagement at key stages and an ongoing monitoring and scrutiny role, consistent with the Committee’s remit.   However, it is also important to recognise that, within the resources approved by Council, officers are required to prioritise projects based on professional judgement, statutory duties, risk, available funding and deliverability. This approach ensures that services are delivered efficiently, safely and in line with agreed strategic priorities, while still enabling Members to provide oversight, challenge and input through the established committee process.   But officers will continue to work closely with Area Teams to ensure that opportunities for engagement are clearly signposted and that Members are engaged at appropriate points in the development and review of programmes of work.
