Purpose:

Content: The Leader of the Council, Cllr C Whitbread, presented a report on the proposed revision of the dates previously agreed for the Scrutiny Committees in 2026/27.   The Leader informed the Council that an Officer group had been established – led by the Section 151 Officer and the Monitoring Officer – to examine the processes for administering Committee meetings at the Council. Both Statutory Officers felt that it was good practice to have a Scrutiny meeting scheduled during the Cabinet report clearance period as this would ensure that, if required, a prospective Cabinet report could be further scrutinised prior to the Cabinet agenda being published. Consequently, it was proposed to revise some of the Scrutiny dates previously agreed by the Council in December 2025 to achieve this and, as a result, there would now be an extra Scrutiny Committee meeting in 2026/27.   The Leader concluded that there had always been a Scrutiny Committee meeting in the run up to a Cabinet meeting in the past but, over time, the Cabinet and Scrutiny meeting cycles had become disconnected; this proposal would reconnect them.   Resolved:   (1)        That the revised schedule of Scrutiny Committee dates be agreed, as set out in Appendix 1 of the report.
