Purpose: This report relates to the purchase of a new tool for measuring baseline BNG for the local plan and planning application work, part funded by the GLCCA. The market for such tools is very limited and comparable suppliers are expected to be significantly more costly than a preferred supplier and so an exception is sought to purchase the tool without a tender exercise.

Content: That approval is given to purchase Land App’s “Best Guess Baseline” Biodiversity for Central Lincolnshire at a cost of £28,234.56 inc. VAT (£23,183.20 exc. VAT) to assist in undertaking statutory Biodiversity Net Gain duties, to support work on the Central Lincolnshire Local Plan review and support applicants in providing baseline data in support of planning applications.
