Purpose: To seek approval of the Exploitation Strategy 2026-31

Content: RESOLVED that the Cabinet: ·       Approves the Exploitation Strategy 2026-31 and action plan following public consultation. ·       Delegates authority to the Executive Director of People in consultation with the Cabinet member for Housing, Community Safety and Communication and Bracknell Forest Council Armed Forces Champion to make minor changes to the action plan as the strategy progresses. Exploitation increasingly affects people across the life course, not only children. Criminal, sexual, financial and labour exploitation often share common drivers such as poverty, social isolation, substance misuse, domestic abuse and digital vulnerability, which can impact both adults and children. A unified all-age approach enables earlier identification of risk, smoother transitions between children’s and adults’ services, and more consistent safeguarding responses. It also supports effective partnership working across statutory, voluntary and community sectors, reduces duplication, and aligns with trauma-informed, person-centred practice, ensuring that prevention, protection and recovery are coherent, proportionate and responsive to evolving exploitation risks.   No alternative options have been considered due to the reasons in 4.1 above. None.
