Purpose:

Content: It was agreed: (a)   That the functions of this Licensing Committee (referred to it in accordance with section 7(1) of the Licensing Act 2003) are hereby (in accordance with section 10 of the Licensing Act 2003) arranged to be discharged by the Licensing Sub-Committee and licensing officer in accordance with the Scheme of Delegation set out at Appendix G of the Council’s Licensing Policy (determined on 22 February 2022).   (b)   To delegate to the Licensing Sub-Committee and to licensing officers those functions delegated to the Licensing Committee under the Gambling Act 2005, and to do so in accordance with the table of delegations set out at Appendix 4 to the Council’s Gambling Policy Statement adopted by Council on 24 October 2024, and which came into effect on 31 January 2025.   (c)   That a Licensing Sub-Committee is established (in accordance with section 9(1) of the Licensing Act 2003).   (d)   That the membership of the Licensing Sub Committee comprise three councillors drawn from the Licensing Committee plus a reserve councillor, the selection of the councillors being based on a rota system reflected by the details attached.   (e)   That, as previously agreed by the Committee, the political balance rules for the Sub-Committees be relaxed, but that so far as practicable the Sub Committees be politically balanced, unless for reasons of nonavailability or conflict of interest that is not possible.
